Dogs got me at a fest, what happens next?

I had 2 oral syringes of ketamine on me and they took a picture of my ID and either the ketamine or my band, and then they let me go. Am I going to get charged for it?

Found substance

My friend found this clear plastic 1ml vial of transparent yellow liquid on the ground at a festival. It smells like fruit loops cereal and has a viscosity similar to water, it is not thick like oil. It doesn’t bubble like pee and def doesn’t smell like it unless someone has fruity pebble piss.
